Announced 2 July 2026; effective 1 January 2027. China has published GB 47955-2026, a mandatory national standard for the safety of combined driver-assistance systems in intelligent and connected vehicles. The standard was approved on 27 June and applies to covered M- and N-category vehicles equipped with these systems.
The timing matters for buyers, but so does the terminology. The Ministry of Industry and Information Technology describes combined driver assistance as a system that controls both lateral and longitudinal movement under specified operating conditions while the driver continues to observe traffic and control the vehicle. It is not a declaration that the vehicle can drive itself in all situations.
Three system categories
The official announcement says the standard addresses three product categories: basic single-lane combined assistance, basic multi-lane combined assistance and navigation combined assistance. Navigation assistance is often marketed through terms such as NOA, but a commercial label does not define the full operating domain or confirm that every function remains available after export.
MIIT said that, during 2026, combined driver-assistance systems had reached about 70% penetration in China's new passenger-vehicle market, while vehicles equipped with navigation assistance exceeded 30%. Those are market-level figures. They do not show the hardware, software version or operational status of an individual used car.
What the mandatory framework covers
According to MIIT and the official standards project record, the framework addresses motion-control capability, driver-state monitoring, driver intervention, system boundaries and responses, environmental detection, system safety, functional safety and test methods for representative scenarios. MIIT also highlights data recording, manufacturer safety assurance, human-machine interaction, instructions and user training.
These elements reinforce a practical point: safe use depends on both system behaviour and clear driver understanding. A vehicle should communicate when assistance is available, when it is limited and when the driver must intervene. Buyers should be cautious with translated phrases such as "autonomous" or "self-driving" when the official classification is driver assistance.
What changes for a used-car buyer
The standard takes effect on 1 January 2027. Its publication does not retroactively prove that every earlier vehicle meets the final text, and it does not establish that a China-market feature will operate in another country. The exact model, build date, approval status, sensors, control units and software version must be checked.
Many advanced functions depend on more than hardware. Navigation assistance can rely on map coverage, geofenced roads, a data connection, account activation, subscriptions, cloud services, regional software and over-the-air updates. Radio frequencies, privacy rules and local road regulation may also affect use. A lidar sensor or a dashboard menu is not evidence that the complete service will work at the destination.
Unit-level verification checklist
- Identity: match the VIN, build date, original model and trim to the source documents.
- Hardware: record the cameras, radar, lidar and driver-monitoring equipment actually fitted.
- Software: document the current operating and assistance-software versions before shipment.
- Status: scan for diagnostic trouble codes and inspect for sensor, windscreen, bumper or alignment repairs.
- Function: confirm which features activate, their operating boundaries and whether testing is lawful and safe.
- Region: verify maps, connectivity, account transfer, language, subscriptions and OTA availability in the destination.
- Compliance: obtain destination-specific advice on type approval, data rules, registration and permitted use.
Limits of the new standard
GB 47955-2026 is a Chinese safety standard, not a global approval passport. It does not promise accident-free operation, replace driver attention or extend manufacturer support to a parallel-imported vehicle. It also does not establish the current condition of sensors on a used unit. A vehicle that was repaired after a collision may require calibration even when no obvious warning is displayed.
For procurement, keep three statements separate: what the model was designed to support, what the individual vehicle currently contains and operates, and what the destination legally permits. A listing should describe verified equipment without implying unsupervised driving. A final quotation should identify any region-dependent function as subject to confirmation.
