Guangdong's 2026 Used-Car Export Rules Explained

Guangdong's updated used-car export measures took effect on 1 July 2026, tightening 180-day checks while setting faster filing and licence timelines.

Published 14 July 2026; effective from 1 July 2026. Guangdong issued updated measures governing used-vehicle exports from the province. The rules combine stricter checks on recently registered vehicles and exporter conduct with targets for faster filing, licensing, customs and tax-refund procedures.

The measures are important because Guangdong includes major automotive ports and a large vehicle trading ecosystem. They do not create automatic approval for a vehicle or importer. They govern source-side activity in Guangdong, while the destination country's customs, registration, safety, emissions and inspection rules remain separate.

The 180-day requirement

For a vehicle whose registration date is 180 days old or less, the exporter must provide an After-Sales Maintenance Service Confirmation issued and stamped by the vehicle manufacturer. The document must include the destination country, vehicle information and details of the service outlet that will provide after-sales support. If the required confirmation cannot be supplied, an export licence is not to be issued.

This requirement reflects the national policy designed to prevent new vehicles from being presented as used vehicles without the required support arrangements. Buyers should not reduce it to a simple age test. A vehicle slightly older than 180 days still needs accurate title, registration, export, condition and destination records. A younger vehicle is not automatically prohibited, but the additional manufacturer confirmation is required under the stated rule.

Document accuracy and exporter conduct

The Guangdong measures say the brand, model, registration date and transfer-pending-export date entered in the export-licence application must agree with the motor-vehicle registration certificate. Incomplete or inconsistent entries can prevent licensing. The province also calls for a dynamic management and exit system for exporters, including attention to repeated inaccurate filings, failure to provide maintenance technology or parts support, and failure to meet quality obligations.

For a professional buyer, this makes document consistency a transaction requirement rather than an administrative detail. The VIN, Chinese model name, registration record, seller information, licence application and commercial documents should describe the same vehicle. A translated sales name should never replace the original identity fields.

These are administrative targets, not a promised shipment date. Vehicle acquisition, inspection, repair, document correction, port booking, dangerous-goods handling for batteries, vessel schedules and destination procedures can add time. A quotation should state what has already been completed and what remains conditional.

Quality and destination compliance

The measures state that exported used passenger vehicles should comply with WM/T 8-2022, while used commercial vehicles and trailers should comply with WM/T 9-2022. A third-party testing body should issue the product inspection report. Where the destination country has its own entry standard, the exporter must also declare compliance with that standard.

An inspection report should be tied to the exact VIN and date. It does not remove the need to review accident history, structural repairs, water exposure, airbags, tyres, high-voltage components or the current battery condition within the agreed inspection scope. Nor does a Chinese export-quality report itself establish registration approval abroad.

Buyer checklist before commitment

  • Match the VIN and original Chinese model name across every source and commercial document.
  • Confirm the first-registration date and whether the 180-day manufacturer confirmation is required.
  • Request the export-quality inspection report and understand its date, method and exclusions.
  • Confirm that the exporter, export licence and vehicle ownership chain are consistent.
  • Obtain destination-specific advice on import eligibility, age limits, steering, emissions, taxes and registration.
  • Record the named port, Incoterm, included documents, logistics assumptions and after-sales plan in the contract.
